<p>The mayor of Mexico City is giving her annual government report next week. But all but seven broadcast stations in Mexico City have been told they cannot carry it.</p>
<p>Why? Blame Hidalgo. And, of course, COVID.</p>
<p>The problem is classic INE. When there’s an election coming in a given state — as Hidalgo will have on October 18, any broadcast signal that reaches that state must suspend airing all government propaganda, even if it does not originate in that state. This would not have been a problem if Hidalgo’s local elections hadn’t been postponed by months due to COVID-19.</p>
