<p>Every society has several social institutions that keep things running. The legal system is one of them. Every society has some means of making and enforcing rules. Today, those functions are highly complex, formal, and often quite political. Outside forces work to shape the law and set law enforcement priorities. Courts, cops, lawmakers, judges — they all get attention from politicians, pundits, and activists.</p>
<p>They all want to use the legal system to address social problems related to crime and deviance (though what that means can be more a matter of power than of science or logic) and everyone seems to have an opinion on whether their legal system “works” or not.</p>
