Chapter 4.3 — The Gilgamesh Problem

<p>&ldquo;Power is taken, not given.&ldquo; Said the Zo&euml; Pound Gangleader. He sat in the sunshine, sipping beers and watching rich tourists strolling in the French Quarter. His brother sat across from him. Between them, a metal table of welded iron&nbsp;<em>fleur-de-lis</em>.</p> <p>&ldquo;But, the State must to be strong. People need strong laws. &lsquo;Dey need to know &lsquo;dey will be safe in &lsquo;da streets.&ldquo; Said his brother. The Gangleader gave his brother a contemptuous look.</p> <p>&ldquo;Nah, &lsquo;dey needs &lsquo;ta protect &lsquo;deyselves. Every man do for himself. He got to resist domination.
