Hidden Third Places: Transforming Singapore’s Carpark Rooftops into Urban Oases

Whenever I leave my house, I look out onto the same parking lot rooftop. I’ve done this for 18 years. As someone who lives in an HDB flat (public housing) in Singapore, I know my experience isn’t specific to me. My boyfriend’s place also happens to look out onto a parking lot rooftop. So does one of my school friends.

All of these spaces have something in common, there are rarely any cars or motorcycles on them. After all, who wants to park at the very top and bake their vehicle under a blistering, equatorial, afternoon sun?

These spaces, which are so common in the residential Singaporean landscape, remain largely unused. The top floors of parking garages sit vacant, rarely visited by cars or people. Within just 50 meters of my location, there are two massive car parks with empty top floors, presenting a ripe opportunity for repurposing.
