Why some Taiwanese cannot speak the Taiwanese language?

Most of my foreign friends who have stayed in Taiwan for a while have noticed Taiwanese speak Mandarin Chinese mostly in their daily life and barely speak the Taiwanese language. They found out even some Taiwanese cannot speak the Taiwanese language, which might be a bit weird to them. It is ideal that the residents of a country may speak their dialects, yet the idea does not suit the life in Taiwan.

The most important thing I have to clarify is that the Taiwanese language refers to Taiwanese Hokkien. The Taiwanese Hoklo people emigrating from Fujian (in southern China) speak the Taiwanese Hokkien. However, besides the Taiwanese Hoklo people, other ethnicities, such as the Hakka people, aboriginals live in Taiwan. The Hakka people speak Hakka, and aboriginals speak Austronesian languages. Therefore, only the Taiwanese Hoklo people speak Taiwanese natively. The rest of the population cannot speak Taiwanese or they do not speak Taiwanese natively.
