<p>The fact (revealed when the IFT put up its March 29 Pleno meeting materials) that the Universidad de Guadalajara also put in an application for Mexico City’s XHCPFT-TDT 33, one that was rejected on account of <a href="https://medium.com/en-frecuencia/preferencia-federal-en-el-pabf-62c51a1f6602" rel="noopener">federal preference</a> when the IFT awarded the concession to the Instituto Politécnico Nacional, is not the biggest surprise in the world. <a href="https://medium.com/en-frecuencia/cuaderno-en-frecuencia-june-18-5703a6bdf282" rel="noopener">The UdeG did this last year with XHCPDO-FM 94.5 (but the IMER showed up), so they knew their bid was a longshot.</a> What’s new is that someone in the national media — Javier Tejado Dondé — bothered to write about it.</p>
