Why did the Soviet space shuttle project, Buran, fail?

In response, the USSR created its own program for reusable spacecraft, named “Energiya-Buran.” By then, the Union already had the “Spiral” program for reusable ships. Still, it significantly lagged behind the American program, and it was quicker to simply copy some of the American solutions than to test the viability of “Spiral.” The USSR was unaware of the exact purpose of the shuttles, so the situation could be described as: I need the same kind of ship that can do everything the same, I don’t yet know why I need it, but by the time you build it, I’ll figure it out. As a result, Buran looked very similar to the shuttles externally but differed significantly internally: it used different engines, had a different control system, autopilot, etc.
