Why did the Soviet space shuttle project, Buran, fail?

<p>In response, the USSR created its own program for reusable spacecraft, named &ldquo;Energiya-Buran.&rdquo; By then, the Union already had the &ldquo;Spiral&rdquo; program for reusable ships. Still, it significantly lagged behind the American program, and it was quicker to simply copy some of the American solutions than to test the viability of &ldquo;Spiral.&rdquo; The USSR was unaware of the exact purpose of the shuttles, so the situation could be described as: I need the same kind of ship that can do everything the same, I don&rsquo;t yet know why I need it, but by the time you build it, I&rsquo;ll figure it out.
