<p>A week or so before last year&rsquo;s Giving Tuesday&mdash; a day when millions of Americans donate to charity &mdash; the staff of an animal-welfare nonprofit called&nbsp;<a href="https://www.alleycat.org/" rel="noopener ugc nofollow" target="_blank">Alley Cat Allies</a>&nbsp;got busy.</p> <p>First, Alley Cat Allies bought a 17-acre plot of land in Berkeley County, WV, for $311,000. Why would an advocacy group that calls itself the &ldquo;the global engine of change for cats&rdquo; acquire real estate in West Virginia?
