When an apology is an act of aggression
<p><strong>On Saturday, Dec. 19, 2009, President Barack Obama signed a Congressional Decree that “apologized” for the wrongs the United States Government committed against Indigenous Americans.</strong></p>
<p>Yet, the President held no official ceremony, invited no tribal leaders to witness or receive the apology, and gave no public reading. Instead, the <strong>Congressional Resolution of Apology</strong> slipped into a larger legislative package called the <strong>2010 Defense Package Appropriations Act.</strong></p>
